He had already forged trustworthy relationships with these physicians during the phases of clinic development and lease negotiations. This trust paved the way for Jeffrey to navigate the complexities of Primary Care Reform.

By 1996, Jeffrey was at the forefront of change, pioneering the conversion of the first Family Health Group (FHG) from Fee For Service (FFS) to the Blended Fee For Service (Capitation). His comprehensive grasp of the MOHLTC Schedule of Benefits ensures its accurate application, safeguarding medical professionals by utilizing the Schedule of Benefits as intended.
